He was born on July 1, 1978 in Baku in a family of intellectuals. He studied at Secondary School No. 189 in Baku (1985-1995). He received higher education at the Azerbaijan State University of Oil and Industry (Bachelor's degree, Applied Mathematics, 1995-1999, with honors), Azerbaijan State University of Oil and Industry / University NIS Sophia Antipolis France (Master's degree, Environment and Oil Industry, 1999-2001, with honors), PA of the Ministry of Internal Affairs (Law, 2002-2006 / Management and Advanced training in the Department of Internal Affairs, 2009-2010).

In 2001-2020, he held senior positions in various public and private structures.During the years of study and work, he was awarded awards, prizes and diplomas of various degrees.

Currently, he works as the executive director of the Public Association ”Association of Insurers of Azerbaijan".

He is married and has 4 children.
